Voluntary Counselling and Testing (VCT)

(Capacity Building Course)

1. Introduction

Voluntary Counselling and Testing (VCT) is a critical entry point to HIV prevention, care, treatment, and support services. It empowers individuals to know their status, make informed decisions, and adopt healthier behaviors. This training provides participants with both theoretical knowledge and practical skills to offer effective VCT services based on international best practices and national guidelines.

 

2. Objectives

By the end of this course, participants will be able to:

  • Understand the principles, ethics, and importance of VCT
  • Conduct pre-test and post-test counselling effectively
  • Provide accurate and non-judgmental information on HIV transmission and prevention
  • Support clients in coping with HIV-positive and HIV-negative results
  • Maintain client confidentiality and manage referrals
  • Promote uptake of HIV testing services in different settings

  • Healthcare workers (nurses, clinical officers, doctors)
  • Community health workers and peer educators
  • Counsellors and social workers
  • NGO and CBO staff working in HIV/AIDS programs

4. Course Duration

  • Total Duration: 4 weeks (64 contact hours)
  • Schedule: 4 sessions per week × 4 hours each
  • Mode: In-person / Virtual / Hybrid
  • Methodology: Interactive lectures, role plays, simulations, real-life case studies, group work, and practical sessions on test kits (where applicable)

Module 3: The VCT Process – An Overview

Module 4: Principles and Ethics of Counselling

  • Voluntariness, confidentiality, non-discrimination
  • Counsellor-client relationship

Module 5: Pre-Test Counselling

  • Building rapport
  • Risk assessment and informed consent
  • Addressing fears and misconceptions

Module 6: HIV Testing Methods and Interpretation

  • Rapid testing and ELISA
  • Window period and test limitations
  • Handling indeterminate results

Module 7: Post-Test Counselling – HIV Negative Result

  • Reinforcing prevention
  • Discussing repeat testing and risk reduction

Module 8: Post-Test Counselling – HIV Positive Result

  • Delivering the result with empathy
  • Immediate emotional support
  • Exploring treatment and care options

Module 9: Counselling for Discordant Couples

  • Dynamics and challenges
  • Strategies to maintain relationships and prevent transmission

Module 10: Addressing Stigma and Discrimination

  • Impact on testing uptake
  • How to support clients in dealing with stigma

Module 11: Gender, Culture, and VCT

  • Gender-specific vulnerabilities
  • Cultural beliefs influencing testing and disclosure

Module 12: Disclosure and Partner Notification

  • Supporting voluntary disclosure
  • Ethical considerations and legal frameworks

Module 13: Referral and Linkage to Care

  • Connecting clients to ART, psychosocial support, nutrition, etc.
  • Importance of follow-up

Module 14: Special Populations and VCT Approaches

  • Key populations: youth, sex workers, MSM, PWID
  • Mobile testing and community-based VCT

Module 15: Record Keeping, Monitoring, and Data Confidentiality

  • Proper documentation
  • Safeguarding client information

Module 16: Capstone – Counselling Role Plays and Client Simulation

  • Realistic case scenarios
  • Peer and facilitator feedback

 

6. Expected Outcomes

Upon completion, participants will:

  • Deliver ethical, client-centered VCT services
  • Provide supportive and accurate pre- and post-test counselling
  • Handle positive and negative results with sensitivity
  • Promote HIV testing uptake through education and outreach
  • Refer clients to treatment and psychosocial support services
  • Maintain confidentiality and accurate documentation

 

7. Certification

Certificate of Completion

Awarded to participants who:

  • Attend at least 85% of sessions
  • Actively participate in role plays and group discussions

Certificate of Competence in HIV Counselling and Testing

Awarded to participants who:

  • Successfully complete a practical skills assessment (e.g., simulated counselling session)
  • Pass a final evaluation (written or oral)
  • Demonstrate readiness to provide VCT services

Certificates may be co-endorsed by national AIDS control programs, ministries of health, or partner NGOs. Some programs may also qualify as prerequisites for national counsellor accreditation.
